      Newspaper Obituary - Monday, March 28, 1938 Oswego Palladium Times - Oswego, New York - Fred B. Rich of Richland, first commissioner of jurors in Oswego county, widely known in public life of this town and county, died Sunday noon in St. Joseph's Hospital, Syracuse. His last illness was brief. Mr. Rich entered the hospital for operation and treatment about two weeks ago. He had not been in good health for several weeks prior to that time. Up to late last week his friends hoped for his recovery, but it was learned Saturday his condition had taken a grave turn. Mr. Rich was in his 71st year. He was appointed commissioner of jurors in late December, 1937, for a term of four years, after the office had been created by the Board of Supervisors earlier that month. Appointment was made, as required by law, by Supreme Court Justice C. I. Miller, County Judge Don A. Colony and County Clerk W. Harold Richardson. Mr. Rich took office January 1, 1938. Mr. Rich first formulated a letter which he sent to attorneys asking suggestions relative to records and forms for the office, particularly as to a questionnaire to be made up for prospective jurors. During the last weeks of active duty as commissioner he was engaged in making out this questionnaire, preliminary to starting a series of visits to cities and towns of the county to contact citizens and make up a list of jury eligibles, from which grand and trial juries hereafter would be chosen. Prior to his tenure as commissioner, Mr. Rich was a supervisor from Richland for seven terms, serving up to December 31, 1937. He declined to stand for another term and Norman L. Clark of Pulaski succeeded him. Mr. Rich entered public life in 1923, being elected supervisor from Richland, and serving successfully ever since, except for one term. Mr. Rich was chairman of the board in 1925 and held membership on the important supply committee and other committees.
      Succeeded His Father - Born at Fernwood, then Holmesville, November 8, 1867, Mr. Rich was a son of Isaac and Harriet Perry Rich. His father was a leader in business and public affairs of Richland and the county. Attending Pulaski and Mexico academies, Mr. Rich graduated from the latter. Immediately thereafter he became associated with his father in operation of a general store at Fernwood, and tool over the business in 1896, conducting it more than 15 years. Mr. Rich was also interested in banking and other business activities. Mr. Rich was 38 years old when he entered public life as a candidate for supervisor from his native town. He was postmaster at Fernwood for 28 years. Fire March 16 this year destroyed the Rich building where the general store had been located over 70 years. It was established in 1866 by Isaac Rich, continued by his son, Fred, until 1921, then sold to Roy Blanchard. H. J. Webb bought the store from Blanchard and sold it to Clarence Peters, who was proprietor when it was destroyed by fire. Being interested in community affairs at Fernwood. and Pulaski, Mr. Rich was a member of the Methodist church, Pulaski Lodge, 415, F. & A.M., and Pulaski Odd Fellows Lodge. His only immediate survivor is his wife, formerly Anna M. Lacy, whom he married August 24, 1904, but he has several cousins, nieces and nephews. Funeral of Mr. Rich has been arranged for Wednesday afternoon at 2 o'clock at his home. Rev. George A. Butler will officiate and interment will be in South Richland cemetery. Scores of county officials, including a delegation from the Board of Supervisors, will attend the services.
