      Wallace W. "Wally" Phelps, 83, of Watkins Avenue died Thursday at Veterans Administration Medical Center, Syracuse, after a long illness.

      Mr. Phelps was a life resident of Camden. He retired in 1975 as a salesman from Herb Phillipson's Army and Navy Store and previously was employed with General Cigar Co. His wife, the former Thelma Flagg, died in 1988.

      Mr. Phelps was a member of the Camden United Methodist Church and a former member of the Camden Volunteer Fire Department and the Oneida Lodge, BPOE. An Army veteran of World War II, Mr. Phelps was a member and former officer of Arthur S. Moran Post, American Legion. The post named its softball fields after Mr. Phelps. He also was a member of Lt. Victor Giles Post, VFW. He was a baseball umpire at many levels in the Central New York area. He officiated at college games and was the first umpire of the Camden Little League Association.

      Surviving are two sons, Roger F. of Brewerton and Donald G. of Hewitt, Texas; a brother, Grant of Venice, Fla.; and five grandchildren.

      Services will be at 11 a.m. Monday at Sanborn-McDaniels & LaRobardiere Funeral Home, Camden. Burial will be in Forest Lawn Cemetery, Camden.

      Calling hours will be 6 to 9 p.m. Sunday at the funeral home, 109 Main St.

      Contributions may be made to the Arthur S. Moran American Legion Softball League.
