- April 14, 2007 David C. Waters, age 60, life resident of Pulaski, died Saturday at St. Joseph's Hospital in Syracuse. He was born on September 4, 1946, in Syracuse, the son of Curt C. and Ann Tolan Waters. He graduated from Pulaski High School in 1964 and from Clarkson University in Potsdam in 1968. He served in the U.S. Army from 1968-70. He is a member of the Robert Edwards American Legion Post #357. David served as Oswego County Legislature for the town of Richland from 1998-2005. He was a former chairman of the Town of Richland Planning Board and former Zoning Officer. He was a self-employed electrician for the past 36 years. Surviving: three sisters, Patricia Wilson, Nancy Peer, both of Windsor, CT, Colleen Libbey of Oswego; one brother, Richard Waters of Pulaski. He is predeceased by one brother, Edward Waters, who died in 1997. Funeral services will be held Wednesday at 10 a.m. at the Foster-Hax Funeral Home, 52 Park Street, Pulaski, with Rev. Fred Daley officiating. Burial will be in Pulaski Cemetery. No calling hours.
